What is the smallest number (not counting 2) that leaves a remainder of 2 when divided by 4 and also when it is divided by 5?

Change the 43cm to metres (100cm in 1m so divide by 100) so 43cm = 0.43m

then you have 2 sides of the rectangle @ 0.43m
and another 2 sides of the rectangle @ 2.35m

(this a very weird rectangle by the way, very long sides and tiny edges are you sure you have copied the units down correctly?)

so to continue....

2 lots of 0.43 = .......

2 lots of 2.35 = ...... (I'll let you work this out)

add these numbers together and you have the complete outside edge of the rectangle, otherwise known as the perimeter.

hope this helps.
