How can we measure development?
To a large extent it depends what we are measuring. You can take a photo before and after if you are developing a plot of land.
If it is welfare developing you can look at the change in how old on average people are when they die. If you are looking at wealth building look at how much money people used to have in the past and now.
And in general in this way you can measure development and progress.
