It is often said that the really attractive people often don't actually get asked out by many nice people because they assume they will be rejected, which means that just those who are more confident whilst not necessarily better boyfriend material end up dating them! The best thing to do is to try and establish eye contact with the person that you like; then keep watching them when they look away. If they come back to look at you again within one minute, then it means they are interested in you, usually. If so you now have the opportunity to casually wander over, give them a big smile, and ask them if they would like to have a drink with you. If the answer is yes then great - fantastic - just what you wanted. And if not, well at least you tried!
