In terms of dealing with the noise, you can try a friendly word first and if that brings no joy, then look to get someone impartial and external involved. Keep a log of all the noise and what goes on when. In most countries the local council will be able to put you in touch with someone who will help to negotiate a resolution and this is the best method to try to pursue and stop the problems.
