The key thing is to find out where they tend to be and then hang around those areas, often for hours on end for several days without success. In a major city such as London there are known clubs, bars and restaurants in the trendy streets and areas where the celebs are known to hang out and usually being around these will help you. However there are simple research things you can do too to help you find out. One good source of information is taxi drivers. They all had someone famous in their cab at some time and those who taxi around central london are sure to have seen the odd celeb and may be able to give you a tip off. Also those in local shops will be able to help and perhaps even doormen too at hotels and so on. Don't be afraid to get a feel by asking staff in the target establishments who tends to come in and even if they have any habits - does a certain celeb come in at a certain time every Tuesday? Information is power and you need it to make the best chance of getting those celebrity photos you want and potentially make riches as a result!
