The reason is that there is more than one incentive to do the martial arts - not only the fitness benefit, but the practical side as well: confidence, perhaps ability to defend yourself in a nasty situation, and the sense of achievement that comes with it. A general exercise program just has the benefit of getting fit - itself a worthy aim; but for instance being able to cycle on an exercise bike does not have quite the same sense of achievement as learning a martial art and perhaps self defense.
