What you need to do is simply use a concealer pen, and rub it all over the hair of the eyebrows. Once you have done that use translucent powder - which you can buy in many places - and rub over the top of the pencil. This will give the effect of making the eyebrows look lighter, but the beauty is that you haven't actually changed their colour through more complicated methods such as tinting kits etc., which are the option to go for if nothing else seems to work at making them look lighter.
