That's because heat really does help the conditioner to be more effective and to penetrate into the hair and therefore if you use cool water when you rinse and use conditioner it will be very hard for it to work well. Therefore use some warm water on your hair first, of course making it not too hot to scald you, before applying the conditioner and you should find that it is much more effective!
