If you want to draw attention, then the best way is to use a mascara that thickens and even lengthens the brow. These can be bought in the shops specifically to do this job. Then simply use a bit of eyeliner and dark coloured eye shadow to really draw attention to those eyes. If you really are keen then you could even try false lashes, though this can be an extra hassle and shouldn't be needed on most occasions with all the mascaras that are out there these days.
