Plain text will be readable by everyone and use little space. A HTML mail can be bulkier and not everyone will be able to read it; however since it can be formatted nicely some feel it is more effective for the audience that it reaches - and if you are a graphic designer for instance then you are almost certainly going to want to include images! So decide on the best format for you. Some tools even let people choose which format they want and will automatically send the email in the best format for that person.
