First, upload the MP3 to your server using FTP or as desired. Then, save the full path to the file with the ending .m3u. Then, upload this file into the directory where you placed the MP3 file. Insert a link to the M3U file rather than to the MP3 player. You'll see that this will now stream the MP3 rather than having to download the whole file all at once and incur the download issues.
