If you know that you can get something cheaper elsewhere, then state it when on the phone. The reason is simple: all companies are competitive and hate to be outdone by someone else. Therefore if you can get a better deal elsewhere that will often be the trigger for the company to tell you that they will match your price. This works particularly well with for instance booking hotels when going on holiday - if they aren't already full for the night you are after then they will tend to match competitor deals if pushed. Be specific, cool, calm and quote accurately what you have been offered elsewhere. The choice for them is simple: match the offer and have a filled room, or don't and lose your custom!
