How to clean taps with vinegar

I have tried the vinegar on the taps, 50% white vinegar and 50% water, it didnt remove anything from the taps, is there anything else i can use? The build up is underneath the taps and looks horrid!

If the build up is under the tap, it is common knowledge the vinegar cannot penetrate . Take tap cover off and soak in vinegar solution.
