How to use eyeliner and eye pencil

For liquid eyeliner, when I put it on my bottom lid, strings of it get into my eye. Are you supposed to put liquid liner on the bottom lash line or just on the top? Also, how do you make it stay on. My eyepencil seems to rub off a couple hours later, the eye pencil will also sort of run down past my lashes. help!

To stop it getting in your eye u need to make sure the liquid doesnt go right to the inner corner of your eyes or to near to the eye on the outer corner..
