I'm 15, 5 foot 4, weigh 110 pounds, im athletic(i run cross country), and im a 34B/C

I did all kinds of pagents when i was a baby up until about 4 years ago... i have been told im beautiful and in a amazing shape and that i should model... can i?

I think the only issue with what you have said is the height you are.

Most models these days are about 5ft9 or upwards. However there are exceptions of shorter models but in high fashion you would need to be taller.

That said there are lots of catalogues and other sort of modelling where you don't need to be so tall so you might be able to do that instead, but you couldn't be a supermodel at that height.
