Need hel for this task

I am suppose to devise a mixed electoral regime combining single member and multi-member district electoral system for a country with a population of 1,200,000 people living in 35 similar districts, who are represented in 259-seat national assembly with representatives from several political parties, some very large, some very small.
Anyone has an idea of how to do this ???????????????????????

That sounds like something pretty difficult to do, I don't even know what to suggest with that one.

Is this for a school project or university project or something, or actually at work?

I suppose you need to work out the number of people living in each of those 35 districts so you can work out how many of the 259 seats each one elects: e.g. a district with 10,000 in would elect many less seats than one with 10,000,000 in!
