Use a brush to do this because it will raise the hairs off the surface of the skin slightly, which of course leaves them in an easier position to shave off as opposed to lying flat on the skin where the razor may go over them and not remove them. Be sure to spend a decent time working the cream into the skin before doing the shaving for best results - just slapping on then shaving straight off will not work so well.
