Truly wet hair will actually make it very hard for conditioner to take effect. Therefore apply to damp not wet hair. When you use conditioner, use a decent sized dollop depending on the length of your hair. Concentrate on the areas where it is needed most - that is, the extremities of your hair such sa the fringe - and do not use a comb through the hair as this can damage it.
