The point is, that just saying 'I am going to create a website on beauty' is too broad. You need to focus in on a certain area or set of topics so that you can make the site as useful as possible for your visitors, and in turn help to ensure that you get good traffic levels coming through the site. Therefore you could choose to focus on cosmetics, or hair care, or celebrity styling and so many other sub-categories, but it definitely makes sense to take the time up front to consider all these elements.
