How to bleach hair

I had my hair dyed permanent black about two years ago and since then have been dyeing it at home semi-permanent black. My hair is naturally golden blonde and waist length (I have had a few cuts in this time). My questions are - how fast on average does hair grow - can I assume that in two years the permanent colour has now grown out? Also, my hair must be porous because the semi-permanent never seems to wash out, I just get roots. Therefore would it be damaging to try to get my hair back to blonde? Would it still have to be stripped even though it is supposed to wash out in eight weeks?

Oh, that happened to me! But, you know, with different colours and lengths... The average hair grows about 6 inches a year, some faster, some slower. I don't know about stripping your hair, though, I've never tried it as my hair is quite fine... .

If u stop dying your hair it will grow out in about a year if you keep on getting it cut reguelly eg)every 6 weeks

Hair grows quicker when it is short than when it is longer; the longer it gets the slower it grows, apparently.
