Mendeleyev Periodic Table


When Mendeleyev devised the periodic table, how did he discern how many electrons and protons there were in a given substance, in order to give them their atomic number? This was long before the stronger microscopes, right? I've read that he determined their placement in the table by their 'characteristics'...what does that mean?? Thanks.
