As you may know you don't of course have to use both, but if you use one, then maybe you should use the other. Confused? It's simple! If you are using an eyeliner then you don't have to use eyeshadow. However, if you are going to wear eyeshadow then you should definitely apply eyeliner first. Otherwise the effect will just not work.
