How to create a webpage
Do I need to buy Frontpage in order to create a web page. If not is there anything else I might need. I have a windows xp?

No you don't need any software to create a web page!
All that you need is a simple text editor like Notepad, or something like Textpad that helps display the code and formatting.
If you don't know any HTML then you would need some software to create web pages but it is by no means a pre requisite, and human created web pages tend still to have less code bloat and be more efficient over all.
