Why not ask the shy guy out? This is the 21st century now so it's OK to do that sort of thing!
Steer clear of the other lad - if he is flirting with you whilst he has a girlfriend then he is clearly up to no good and if you went out with him he might carry on seeing her or in any case do the same thing with you!
