Are credit card companies allowed to vary how long I have to pay the bill?

Yes if it is in the terms and conditions that you accepted when getting the card then they can do anything that is permitted within the bounds of those terms and conditions.

There are some credit card companies that actively use this as a policy: they will vary throughout the course of the year the time you have to pay and typically with those who pay on time each month they will reduce how long they have to pay sometimes.
