What is meant by standard form?

Standard form is simply a way of writing down a number in a standard fashion, it is literally therefore a standard form.
4000 would be written as 4 x 10^3.
You simply write down a number between 1 - 10 and then x 10 the power that is necessary to make the number.
And that's all there is to writing numbers in standard form.
