What is the purpose of special policy advisers and what parts do they play in policy-making?

A question about special policy advisers - presumably you are a student of politics?
Answers to this range from the sarcastic to the mundane. Some have often quipped the adviser does very little for their money and often get things wrong.
In reality they are the experts who spend the time doing research and getting knowledge on a particular subject of perceived importance, in order to inform sensible decisions to be taken by the generalist politicians that we are all familiar with.
They work behind the scenes and put in the donkey work to lay the bedrock and finer policy details.
