Which type of government did Jean-Jacques Rousseau support?

Rousseau supported government by people joining together to make what he called a social contract with each other.
Some woolly entity that may be unknowable called the general will is then what rules and governs, as it is imposed by the government and a small set of citizens - the magistrates in his system.
