How can I clean a frosted glass panel, which has residue from another cleaning product on it which won't shift?

Have you tried using warm soapy water?

This and elbow grease and patience is often enough to remove fairly stubborn stains from frosted glass.

If there is no joy then you will need to note down what the agents were in the previous cleaner and take the list to your hardware store to get recommended a precise product that you can use to enable you to remove those streaks.
