I have had to pay £49 for modelling cards and CV is that ok?

Paying for anything to do with modelling should usually be treated with suspicion, just because most reputable places make their money from selling your modelling services and taking a commission rather than charging you up front.
The proof will be in whether you get any modelling work as a result.

Any reputable agency would never ask for a payment upfront.
Your portfolio is built up within the time you are in the agency, by each job you are asigned by them, after each job the agency usually take a certain percentage as their wage, and that is how they make their money.
