Yes you can do modelling at 18, at least in the UK.
Most of the famous models seem to get scouted, in which case there is nothing that you can do to prepare!
Others do work their way up, but often you either have the desired look and bone structure and body shape or you do not!
The best way to start is to get a portfolio together and then approach proper modelling agencies.
If they are impressed with you and your portfolio they may take you on their books and then try to get you work - which they are incentivised to do as that is how they get their money.
