This is a tricky one. It sounds like he was hedging his bets.
He probably likes you a little bit but perhaps not enough to want to go out with you right out.
Therefore if no one else comes along that he really likes then he may try to go out with you.
If he wasn't really enthusiastic and bowled over then he is perhaps not as serious as you so try to move on to someone else... unless he really does like you but is just very shy?
