Is (2+3x) the same as 3x (+2)?

Brackets can be relevant with maths questions, however with this particular instance, the brackets do not affect the answer are you as just doing adding, and it doesn't matter which way around you add numbers.

I am not sure I agree with this as I took it to mean that 3x(+2) meant this is 3x multiplied by 2 and the other is 2+ 3x which is a different calculation
