What does a rising sign mean in astrology?

A rising sign is a term you will hear in horoscopes and astrology isn't it.
It is the part of the sky going up on the 1/12th part of the sky at your exact time of birth is known as your rising sign.
Whether it has any bearing on you and your life - well if you believe in astrology it does, if not, it's total irrelevance.
