What does fully-crossed mean?

This is a term used in the world of crosswords, and it means that each cell occurs in a run, in other words there are so cells that only occur in an across clue or a down clue but each cell occurs in both an across clue and a down clue, thus it is fully crossed rather than semi-crossed!
