To get a fair complexion, then you need to stay out of the sun as much as possible as this darkens your complexion.
You need to use a good quality sunfactor screen on your face at all times also to protect against the suns rays and stop darkening of the skin.
You should also be sure to take good care of your skin.
In the old days the Elizabethans and richer people in court used to even put flour on their faces to get a paler complexion!
