How can you obtain the correct colours for make-up?

I am doing a make-up diploma course and don\'t understand this question

You need to pick colours that match the skintone of the person whose make up it is that you are doing.

For instance different skintones work much better with different shades and colours; and when it comes to foundation it is key that you match skin tone else it can just look silly.
