Who draws up Congressional District lines?

Ah, the joys of politics! This is a good question.

The answer is that the state lawmakers are those responsible for drawing up their own district lines.

Sometimes this leads to calls of gerrymandering which is where the boundaries are fiddled to suit one party over another, but that's how the system works! Those in power decide the lines in most systems around the world which is why they can work steadily to improve their own chances of re-election and being represented in particular areas!
