Why does Gordon Brown charge so much tax on small businesses?

The answer is because he can get away with it.
Sadly with modern politics if you do one thing but say the other strongly enough then people tend to believe the words more than the reality.
Although the tax on small businesses kills most of them if you say you encourage enterprise and value businesses enough like he does then enough people believe him to let him get away with it.
