Can you be a model with stretch marks?

It depends what you are modelling is the short answer.
If you are a face model for instance or revealing sportswear and so forth then this won't be an issue.
If you are doing modelling that reveals parts of your body where you have stretch marks then well you will find it difficult to get modelling work in that sort of arena or environment.
