Is it possible to burn muscle not fat?

Yes this can happen and sometimes does.

Protein or muscle is burnt when the body needs energy quickly and there is non available through the preferential burning of carbohydrates method or fats cannot be burnt quickly enough.

If you do not have much fat or are exercising particularly hard then protein may be burnt instead to provide energy; this is usually not desirable.
