When is it safe to turn off a flash?

You should turn off a flash if you are taking photos of something that is light sensitive, many places will have signs saying no flash where this is the case.
If you mean in general, then most cameras will automatically decide if the flash is needed or not these days, therefore you should simply not worry about it.
If it is a manual on/off flash, then where the exposure is fast enough that you won't have camera shake - e.g. in good light, then you will not need the flash.
