Why solid baking soda does not change colour when tested with dry litmus paper

Baking soda is sodium-bicarbonate(NaHCO3). When it is dissolved in water, it hydrolyzes NaOH and H2CO3. Its basic nature appears in aqueous solution, but not in solid state. That's why solid baking soda does not change color with litmus paper.
