There is no way of knowing for sure but the chances that he actually reads messages he receives is surely very low because he will be getting hundreds of letters every day.
It is possible you might get a generic reply but that is probably pitching a bit too high, rather you might be better off approaching a production company with your idea, I think his one is called something like SyCo. But of course what you do is up to you so good luck with it whatever you decide to do!
